Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are waged: hopeful statements are issued from different nations. Immense energy is devoted on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from enemy soil, a ability afforded by timely intelligence. From vantage locations, defense planes that had been scrambled to intercept incoming cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly becomes grim resignation: maybe the incoming missile won't strike its target this time, protecting urban areas from ruin and another blackout.
Ongoing Risks
Soon after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, destruction and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on external assistance – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The 28-point plan from Washington sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new approach from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This cycle will, no doubt, persist.
Strategic Calculations
It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration operates on a principle understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to surrender the land that it presently holds in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does nothing to discourage Russia, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but averting a complete military breakdown until conditions improve in its favour.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a mere seven days to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
